Job Description
The Supply Chain Earned Value (SC EV) Manager will be responsible for leading a team of Control Account Managers (CAMs) and Work Package Managers in meeting requirements for several Full EV and EV Lite Programs. Within the team, this will involve providing training, mentoring, and guidance to ensure the timely completion of baselining and ongoing Earned Value requirements. The SC EV Manager will also be expected to assist in resolution of any government questions or corrective actions as required.

Candidates for the SC EV Manager role should demonstrate a high level EVM knowledge. This includes, but is not limited to, the ability to develop and maintain analysis on cost and schedule performance and the associated variance analysis as needed for the Supply Chain function (weekly and monthly) to be able to implement and document original baselines from proposals to award, rebaselines, and ETCs. An ability to review EVM artifacts such as: Control Account Plans (CAP), Work Breakdown Structures (WBS), Organizational Breakdown Structures (OBS), Basis of Estimates (BOE), Integrated Master Schedules (IMS), and Work Authorization Documents (WAM).

The SC EV Manager role will require a high degree of cross-functional collaboration. The individual will need to act as a liaison between Production and Controls, Program Finance, Operations Finance, Contracts, and the Supply Chain Organization. Additionally, the candidate should be ready and willing to work with the Business Systems & Solutions team to drive improvements both to the underlying systems and processes used by CMS in support of EV requirements.

Finally, candidates should demonstrate an ability to balance team deliverables with ongoing larger strategic efforts. This will involve collaboration with team members and other functions to ensure CAMs and Work Package Managers are on time with meeting battle rhythm deliverables and baselines. This will also require an eye for strategy to help identify gaps or areas for training or process improvement to better position the team as a strength of EV knowledge within the business.


Required Education, Experience, & Skills
  • Bachelor's degree and 8 years relevant experience or equivalent experience
  • Possess an advanced level of understanding of Earned Value Management (EVM) and Scheduling
  • Ability to lead a team independently including managing deadlines alongside process and other strategic improvement projects
  • Desire and willingness to mentor and coach team members to drive high levels of understanding of EV requirements to ensure success of team members in achieving individual goals and deliverables
  • Experienced project management and organization skills to effectively manage timelines, customer requirements and workflow requirements
  • Strong interpersonal skills with proven ability to communicate effectively both verbally and in writing with internal customers and suppliers
  • Strong problem solving skills and ability to think strategically
  • Strong relationship building abilities
  • Ability to multi-task and perform in a dynamic, complex, fast paced, changing Engineering and manufacturing environments
  • Ability to perform analysis in Excel using advanced level formulas and pivot tables: power query preferred
  • Excellent crisis management skills
  • Demonstrate sound business ethics, including the protection of proprietary, confidential, and classified information


Preferred Education, Experience, & Skills
  • Working knowledge with Defense Contract Audit Agency (DCAA), and Defense Contract Management Agency (DCMA)
  • Understanding prime contract flow down requirements
  • Passion for continuous improvement and lean initiatives
  • Experience with Deltek's Open Plan and Cobra, Primavera, and/or PMCompass preferred
  • Working knowledge of Operations and Build sequence within Manufacturing Environment


Pay Information
Full-Time Salary Range: $102800 - $174800

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
