Location:
This is a hybrid (virtual/onsite) position with onsite requirements on Monday, Tuesday and Thursday and may be assigned to any Consumers Energy Service Center located throughout Michigan's lower peninsula. The selected candidate must be within a commutable distance from any of the locations or willing to relocate (relocation package is available for those that qualify).
We are looking for: Sr Gas Compliance Program Engineer - MPSC Liaison
The Senior Program Engineer is responsible for the engineering and technical disciplines needed to complete a project. The Senior Program Engineer works to plan projects, establish project criteria, coordinate project reviews, and ensure the proper implementation of project elements. They will schedule, plan, forecast, resource and manage all the technical activities aiming at assuring project accuracy and quality from conception to completion.
The Gas Compliance team acts as the primary contact for the Michigan Public Service Commission (MPSC) on a variety of complex gas pipeline safety topics with a responsibility to provide valuable support to field operations and the MPSC enabling them to create customer value through safe and excellent operations. Sr Program Engineers are responsible for team leadership via peer collaboration and representing as a subject matter expert as it pertains to gas pipeline safety regulations.
The Gas Compliance MPSC Liaison's primary role is to support gas pipeline safety compliance. This position will be the single point of contact with the Michigan Public Service Commission (MPSC) for field inspections and or incidents involving Consumers Energy's gas facilities including Distribution/Service, transmission/M&R, storage, compression and incident response and investigations.

- Gas utility experience and an understanding of gas system

- [OR] Bachelor's degree in Engineering from a non-ABET accredited program along with a Professional Engineering license (PE) with four (4) or more years of applicable work experience
- Previous experience with Pipeline Safety/MGSS with regulatory credibility and working with regulatory staff
- Knowledge of Michigan Gas Safety Standardsis preferred
In this role, you will:
- Provide single point-of-contact for MPSC Gas Safety Staff for Gas Distribution including:
- Comprehensive, Field, and Record inspections
- Technical written regulatory submittals
- Multifaceted non-compliance responses and action plans
- Support Consumers Energy pipeline safety and gas code compliance efforts
- Non-repetitive compliance item tracking
- Database administration
- Develop and defend Consumers Energy regulatory positions
- Provide MGSS interpretations, guidance, and direction
- Provide subject matter expertise for procedural content and process improvement
- Support records management and track compliance dates
- Draft and submit repetitive and non-repetitive regulatory filings to MPSC and PHMSA
- Coordinate, prepare, and lead MSPC field and office inspections
- Assist with corrective actions, and regulatory action item resolution
- Formulate written technical responses to MPSC Non-Compliances
- Formulate responses to MPSC inspection forms
- Liaison with operations, engineering, and various support organizations for potential compliance risks
- Provide subject matter expertise on CE gas code/pipeline safety initiatives
- Provide code interpretations and technical guidance
- Draft, review, and submit various PHMSA/MPSC regulatory submittals
- Support Root Cause Analyses and process improvement
- Prepare, schedule, coordinate and monitor the assigned engineering projects
- Assign responsibilities and mentor project team
- Build strong partnerships with business partners and deeply understand their business goals
- Support the Agile project delivery cadence by helping balance team performance with tight deadlines
- Develop specifications for the project's needed equipment
- Monitor compliance to applicable codes, practices, QA/QC policies, performance standards and specifications
- Review engineering deliverables and initiate appropriate corrective actions. Review the engineering tasks and initiate the necessary corrective actions
- Provide assistance and technical support to project managers and other project participants
- Other non-essential duties as assigned or may be necessary
