PURPOSE:
The role of the Proposal Development Specialist II is to develop and deliver on-time, high-quality proposal responses to sales bids. As part of the Proposal Development Team, this role works in collaboration with the appropriate personnel throughout the organization in the preparation of standard proposal templates and responses to formal bids (RFI/RFP) and related tasks. Responsible for producing compliant, winning proposals that are clear and responsive to RFP/RFI requirements.
ESSENTIAL FUNCTIONS:
- Review (RFPs/RFIs) and other solicitation documents to determine proposal requirements and prepare draft and create final responses. Ensure all documents are in compliance with bid requirements.
- Develop, coordinate and monitor schedules. Creation and communication of deadlines and timelines for response documents.
- Work collaboratively with subject matter experts across all areas and levels of the organization, as well as geographically diverse teams.
- Maintain up to date working knowledge of all aspects of the business including mission, functionality of services offered, and industry trends to apply to proposals, ensuring success.
- Writing, editing and proofreading of proposal documentation and data entry into Salesforce/CRM.
- Support the development and maintenance of sales enablement resources (e.g., both standard and custom proposal content, proposal templates, etc.) and maintain related software systems in use by the team (e.g., proposal management software, Salesforce, SharePoint, etc.).
QUALIFICATIONS:
Education Level: Bachelor's Degree OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Experience: 3 years in developing and producing effective sales-oriented proposals and technical response documents.

- A strong CareFirst product, contract knowledge, organization structure, departments and business operations.

- Excellent time management and organizational skills working with geographically dispersed staff, with a highly tuned sense of urgency.
- Proven ability to manage workload including communicating effectively when additional team resources are needed to meet demands.
- Demonstrated high attention to detail.
- Adaptable communication style to work with all levels of colleagues across the organization.
- Excellent interpersonal, written and verbal communication skill and training, including grammar, style, spelling, punctuation and proofreading skills. Familiar with writing style guides and formats.
Salary Range: $59,040 - $117,260
