As the Program Manager - Contracts and Compliance, you will be responsible for ensuring compliance with the United States Government rules and regulations for Truterra's USDA-funded projects. The Manager will also be responsible for developing and implementing strategic organizational processes and policies that manage risk and continuously improve program quality and efficiency. This role negotiates prime and sub-award contracts, representing Truterra to funders and major subaward implementing partners in discussions and negotiations on contractual matters.

Key Responsibilities:
Lead and manage Truterra contracts and compliance operations. Provide expert compliance advice to Truterra team on United States Government rules and regulations for grants, contracts and/or cooperative agreements.
Responsible for understanding and championing federal regulations and advising Truterra's operational methods for compliance with federal regulations. Respond to difficult compliance issues and questions as they arise using strategic and diplomatic communication with funders on sensitive compliance issues to achieve optimal results for Truterra.
Provide strategic and expert advice for implementation of public-sector funding opportunities, including risk analysis and bringing forward effective solutions
Create and update organizational policies and processes related to regulatory compliance, subawards and grant management. Develop strategy to ensure that all risks are being managed appropriately, sharing summaries and mitigation options with leadership
Develop strategy and deliver training on monitoring, compliance, procurement and subaward management.
Ensure contracts and subawards comply with prime award flow down provisions
Support Truterra team when compliance audits arise.
Support appropriate document retention by leveraging SharePoint, Cobblestone and/or other platforms - refine platforms to optimize risk management and operational efficiencies
Serve as primary liaison between Venture37 and Truterra, identifying roles, responsibilities, and cross-team collaboration as it relates to compliance-related duties
Serve in a program management role supporting project Director and team members on the implementation of the project including the roll-out of the Truterra operations manual and grant manuals.
Collaborate with and serve as a key contributor for key partner Statement of Works
Be a key stakeholder in the overall workplan and ensure that all pieces are achieving compliance guidelines
Lead all legal-liaison efforts for the key project and ensure that we are meeting timelines and deadlines as appropriate.
Required Experience & Education:
Bachelors' degree in related field.
7+ years of prior experience in grants management with United State Government funding
Extensive knowledge of 2 CFR 200
Proven teamwork skills
Excellent written and verbal communication skills
Basic financial analysis skills
Experience working with an automated grants management system
At least 2 years of experience representing organization to funders
Preferred Experience/Knowledge:
Prior experience with USDA grants
Experience with agriculture and conservation programs
Knowledge of FAR - Federal Acquisition Regulations
Salary range: $117,920 - $176,880
