ABOUT THE DEPARTMENT AND DIVISION:
The Cambridge Water Department (CWD) is a municipally owned and operated utility that is responsible for watershed management, treatment plant operations, and the delivery of high quality, safe drinking water. Within CWD, the Water Operations Division operates a laboratory that is responsible for providing lab services, both chemical and biological, to ensure compliance with State Drinking Water Regulations. The CWD laboratory processes approximately 50,000 samples annually.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Under the supervision of the Director of Water Operations, the Laboratory Manager’s duties and responsibilities include but are not limited to the following:

  • System monitoring for compliance with the Safe Drinking Water Act. Monitoring water quality at the source of supply (watersheds and reservoirs), treatment process and transmission and distribution systems.
  • Supervision of laboratory functions to ensure compliance with all federal and state water supply monitoring regulations and laboratory certification requirements.
  • Managing daily laboratory operations in accordance with best practices. Training and supervising Water Quality Supervisors, Lab Technicians, Coops and Interns.
  • Maintaining external laboratory contracts to provide services for sample analyses not performed in house.
  • Preparing, reviewing and submitting all State DEP, eDEP and Federal EPA water quality compliance and lab reports.
  • Overseeing management, development, preparation and analysis for the publication of monthly water quantity/quality reports.
  • Ensuring the continued and expanded certification of the department laboratory to perform water testing for chemistry and microbiology as a minimum.
  • NPDES and TRAC effluent sampling and compliance monitoring.
  • Responding to water quality customer service inquiries. Coordinating treatment plant tour requests.
  • Weekend on call rotation for Co-op over-site
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelor's Degree required in the fields of Chemistry, Biology, Water Treatment or Engineering (or related field), 30 credits of Chemistry and 4 credits of Microbiology are required or ability to obtain these credits within 1 (one) year.
  • At least ten years of full-time responsible experience overseeing a drinking water quality laboratory.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of all federal and Massachusetts state source water and drinking water regulatory compliance standards and reporting regulations, and the ability to identify actions required to ensure department compliance.
  • Working knowledge in the operation and maintenance of laboratory instrumentation and various water quality testing procedures including the culturing and speciation of Coliform bacteria. Ability to perform analytical testing, quality control checks, instrument calibration and maintenance on standard laboratory equipment.
  • Ability to perform such studies or tests as required or desirable to identify sources of pollution in the watershed and to determine water quality in the distribution system.
  • Ability to use and maintain Laboratory Information Management System (LIMS), Supervisory Control and Data Acquisition (SCADA), and Geographic Information systems (GIS) as pertaining to water quality and laboratory functions.
  • Strong quantitative skills and written and verbal communication skills.
  • Excellent organizational, planning, customer service and interpersonal skills.

PREFERRED QUALIFICATIONS:

  • Master’s degree in a related field.
  • Experience supervising employees
  • Massachusetts Drinking Water Treatment Operator’s License.

PHYSICAL DEMANDS:
Work involves frequent site visits, requiring travel to and through active construction zones, driving, walking, bending, squatting, reaching, and stretching. Ability to access, input, and retrieve information from a computer. Ability to answer phones, maintain multiple files, and lift a minimum of at least 10 pounds. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

WORK ENVIRONMENT:
Laboratory environmental with industry standard equipment and chemicals; established safety policies and procedures must be followed up all times. Standard office environment which includes fluorescent lighting, air conditioning, computers, and other standard office equipment.
