Job Summary

Position: Financial Management Analyst, GS-07/09/11

Division: Finance and Facilities Division

Location: Salt Lake City, UT; Tampa, FL; Denver, CO; Charlotte, NC; Chicago, IL; Dallas, TX;

Working Hours: 8:00am - 4:30pm (flexible) 

Base Salary (Does not include Locality):

GS-07 $41,966.00 - $54,557.00
GS -9: $51,332.00 - $66,731.00
GS-11: $62,107.00 - $80,737.00

Full Performance level: GS-11

Duration: Full Time/Permanent

Mission Statement:

The mission of the FBI is to protect the American People and uphold the Constitution of the United States.

Major Duties:

GS-7:

  • Performs a variety of financial management work to include accounting, budget, and financial reporting.
  • Classifies expenses; monitors expenditure rates; and maintains records of obligations and expenditures within budgeted funds for specific accounts.
  • Applies reconciliation techniques toward budgets and ensures monies are utilized in a manner consistent with congressional intent and the FBI’s mission.
  • Extracts financial data from various reports; and/or applies statistical logic necessary for budget formulation of requests.

GS-9: In addition to the above, the selectee:

  • Performs various budget analysis activities, using efficient and effective methods to reconcile accounts and formulate costing. 
  • Conducts monthly reconciliations of undercover accounts and program specific funding.
  • Establishes and maintains effective internal controls over financial reporting methods which include safeguarding of assets and complying with appropriate laws and regulations.

GS-11: In addition to the above, the selectee:

  • Formulate strategies regarding the interpretation of Office of Management and Budget (OMB) directives and circulars; extracts financial data from various reports.
  • Monitors and analyzes expenditure activity; recommends solutions to management regarding account discrepancies; and/or performs various audits of program budget accounts
  • Prepares monthly reconciliations of revolving confidential advances and program specific funding.


Qualifications and Evaluations

Specialized Experience (SE):

GS- 7: Applicant must possess at least one (1) year of specialized experience equivalent to the GS- 5 grade level. SE is defined as follows:

  • Performed basic analytical work in the area of financial management.
  • Applied financial management practices to resolve issues.
  • Reviewed financial and budget reports.
  • Reviewed, interpreted, and explained policy and/or directives.

GS- 9: Applicant must possess at least one (1) year of specialized experience equivalent to the GS- 7 grade level. SE is defined as follows:

  • Ensured efficient and effective operational and administrative requirements are met while adhering to federal government rules and regulations.
  • Independently identified and resolved issues while making recommendations to management on various routine financial assignments.
  • Provided guidance/consultative services relating to financial and budget matters.

GS-11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-9 grade level. SE is defined as follows:

  • Experience with a wide range of government financial management theories, practices, and techniques sufficient to develop and evaluate the effectiveness of a variety of complex assignments.
  • Independently identified and resolved issues while making recommendations to management on various complex financial assignments.
  • Utilized qualitative and quantitative data in financial reporting methods, techniques, and strategies to produce to reports, results, or resolve issues.
  • Extracted financial data from various reports; and/or applies statistical logic necessary for budget formulation of request.

Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS-7: Applicant must have a bachelor’s degree with superior academic achievement or one (1) full year of graduate level education.  Superior academic achievement is the completion of all the requirements of a bachelor’s degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership.

GS-9: Applicant must have a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):

        a. Percent of time worked in the particular position (cannot conflict with main duties)
        b. The month/year work began
        c. Frequency worked (i.e., daily, monthly, etc.)
        d. Specific duties performed
