Premera is seeking a talented and strategic people leader to join our Compliance, Ethics & Regulatory Affairs team. This Director of Regulatory Compliance and Third-Party Oversight will work proactively to develop, enhance, and implement Premera Blue-Cross’s enterprise-wide Compliance and Ethics Program and provide oversight to compliance of services via third parties.
What you will do:
Provide strategic insights and direction for the Compliance Department:
- Lead the strategic design, development, and implementation of an effective enterprise-wide program to monitor the Company's compliance with applicable legal and regulatory requirements, including regarding services delivered by third parties.
- Develop, enhance, and lead Premera’s third-party compliance and ethics oversight program and associated compliance committees and activities.
- Provide oversight of Premera’s regulatory advocacy efforts and relationship building.
Reflect corporate values while keeping Premera compliant on the ever-changing regulatory and legal requirements
- Maintain knowledge of legal and regulatory requirements applicable to Premera as well as the enforcement climate and industry compliance risks.
- Monitor industry compliance issues and trends in order to advise management on emerging or potential compliance risks.
- Lead the design, development, and implementation of effective enterprise-wide communication and training programs that promote a culture of integrity and commitment to compliance and Ethics at Premera and in the work done on Premera’s behalf by third parties.
Lead the organization in matters regarding corporate ethics and compliance practices
- Collaborate, advise, and consult with senior-level executives and officers on strategies for promoting values and compliance with applicable legal and regulatory requirements.
- Understand business strategies, third-party strategies, and utilization in order to develop business-oriented solutions for complex compliance and business problems to reduce the company's risk of fines, penalties, litigation, and damage to reputation.
- Partner with Legal, Regulatory Services, Human Resources, and other departments in conducting sensitive internal reviews and investigations.
Oversee and track regulatory investigations
- Serve as primary contact for state and federal regulatory agencies regarding compliance issues, inquiries, and investigations and provide oversight of Premera’s response to audits and examinations conducted by Federal and State regulatory agencies.
- Maintain effective tracking of compliance investigations and corrective actions. Utilize data to analyze compliance trends and identify risks and opportunities.
- Prepare appropriate reporting for the Compliance & Ethics Office, Executive and Senior Leadership, the Compliance and Ethics Committee, and the Audit & Compliance Committee of the Board.
Lead and develop a high-performing team
- Lead and develop a team of professionals with the consulting and investigative skills and the understanding of legal/regulatory and business strategy necessary to provide effective Compliance and Ethics consulting and compliance monitoring services to internal business units and third parties to promote a culture of ethics and integrity.
What you will bring:
- Bachelor's degree or four years of equivalent work experience. (Required)
- Eight years' management experience or eight years in a related legal, regulatory, or compliance monitoring field. (Required)
- Experience in overseeing offshore operations and/or third parties with significant offshore operations.
Additional preferred experience/ skills include:
- Prior experience in a highly regulated industry (such as healthcare, finance, or government industries).
- Juris doctorate (JD) preferred.
- Experience in project management, process improvement, data analytics, and reporting.
