Summary

This position is administratively housed in the Department of Compact Operations, with direct report to the Resident Country Director and the Deputy Vice President for Europe, Asia, the Pacific and Latin America Programs. The DRCD will be physically based in Belize.

This is a term position not-to-exceed 84 months. MCC has the option of extending this term appointment.

MCC uses a pay banded system to compensate employees. This position is pay band 3B which is generally equal to GS-14.

Duties

This position serves the Deputy Resident Country Director (DRCD) and reports to the Resident Country Director who reports to the Deputy Vice President for Europe, Asia, the Pacific and Latin America. As an official government employee, the DRCD is part of the U.S. country team at the U.S. Embassy and must collaborate closely with various elements of the U.S. Embassy. The DRCD assists the RCD to provide ongoing guidance, advice, technical feedback, and support to the Millennium Challenge Account (MCA) compact country entity in implementation. Specifically, the DRCD plays a critical role in the Compact's success by:

  • assisting with and coordinating between MCA, the Government, and the MCC Resident Country Mission (RCM), and MCC Washington on implementation issues;
  • documenting and providing technical oversight of activities related to the education and energy sectors, and related policy and institutional reform;
  • assisting the RCD to draft, staff and coordinate with MCA and MCC Washington the timely delivery of all reports, plans, approvals and agreements as may be required for program implementation;
  • assisting the RCD in day-to-day management of locally engaged staff, and of the MCC office in country;
  • assisting the RCD to manage, supervise and report on MCC's in-country presence, including procurement, staffing, budgeting, financial and asset management needs;
  • assisting the RCD in coordinating in-country visits by MCC staff, technical advisors and US government officials;
  • assisting with and participating in public outreach and representational events in-country relating to MCC activities and compact implementation, including representing MCC in interactions with congressional delegations, other donors, representatives of local business community and civil society, and other interested parties in-country;
  • assisting with responsibilities as may otherwise be requested by the RCD to facilitate implementation of the Compact.

Qualifications

Qualifying experience for the MC-3B level includes 5 years of experience in or with transitioning or developing countries, either in the private sector or with an international financial institution, multilateral organization, international or local non-government organization (NGO), the U.S. Government or other internationally focused entity.

Examples of specialized experience includes (1) experience analyzing international development challenges and designing and implementing medium or large-scale infrastructure, policy or technical assistance programs (over $10 million) to address these challenges or investment projects in the context of these challenges; (2) experience as a team leader or project manager managing medium or large-scale infrastructure programs (e.g., road transport, civil works, etc.) or technical assistance programs (e.g., education, energy, policy and institutional reform); providing assistance to governments, local communities or grassroots organizations in emerging or developing countries; (3) developing, negotiating and overseeing complex international projects with multimillion dollar annual budgets in a team environment; (4) experience working on government institutional strengthening projects; and (5) experience working at a senior management level in the private sector, a bilateral or multilateral development organization, an international NGO, or an international commercial bank.

HIGHLY DESIRED:
  • Experience working in transitioning or developing countries, in particular any prior work experience in Caribbean countries or Central America.
  • Experience in delivering results as part of a multidisciplinary team within a matrix reporting structure and managing / supervising related personnel.
  • An advanced degree in finance, economics, public health, international development, business, public policy, law, or a related discipline.
