Summary

This position is in the , a small elite group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations. This position is located in the , Bureau of Health Workforce in Rockville, Maryland.

Duties

The Deputy Associate Administrator, BHW, plays a key role in directing the overall strategy and policy for health workforce programs. This includes overseeing day-to-day operational activities of the Bureau related to program development and implementation, research, policy development, and administrative management.

Participates with the Associate Administrator in carrying out the following responsibilities:

  • Develops and implements training programs that increase the supply of health care providers, ensure that they acquire the skills to meet the populations needs, and lead to providers working in underserved communities.
  • Plans and directs programs, studies, special programs, and research projects with other organizations to promote national health workforce programs to increase primary care delivery in areas of the nation with the greatest need.
  • Provides executive leadership and direction for the development, promulgation and evaluation of substantive policies and procedures for BHW programs, and related research activities.
  • Provides policy guidance on the formulation of budget requests and justifications for BHW programs. Assists the Associate Administrator in the presentation of budget and program information to the Department, OMB, and Congress.
  • Provides executive direction to key staff in determining and defining long-range operating management goals and objectives.
  • Directs the development of new legislative proposals or proposing modifications to existing legislation. Represents the Bureau to OMB and other Government Agencies, State and national organizations and directly through membership on interagency committees and task forces.
  • As a member of the Associate Administrator's Executive Staff, participates in the formulation and execution of overall HRSA work plans and program objectives.
  • Represents the Bureau/Agency by fulfilling a variety of speaking engagements and presenting the Bureau's programs to professional and lay groups, State and local agencies, national organizations.
  • Works with officials of health workforce programs both within and outside the government to research the effectiveness of existing programs and identify research opportunities in health workforce educational, recruitment, and utilization programs.
  • Participates in meetings and conference with top level agency officials, senior program managers and subject matter experts, counterparts from other Federal, State, and local governmental agencies, foreign government representatives, constituent groups and others to discuss and explain policies, plans and programs as they relate to operational activities.

Qualifications

The are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your five page resume that you possess the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualification(s), listed below.

ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):

This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following must be evident in your resume.
  • Demonstrated experience in program planning, implementation, and evaluation, which includes analysis of policy development, agency level strategic planning, business process planning, development of short- and long-range program goals and objectives, development of program outcome measures and nationwide program execution.
  • Demonstrated skill establishing and maintaining effective cooperative working relationships with senior officials within the Department, private industry, along with other Federal organizations to define and achieve goals for a national program.
  • Demonstrated ability to lead major changes in a health care education, training or delivery program and experience establishing new programs, management practices or methods of operation that includes analyzing and evaluating the effectiveness of line program operations in meeting established goals and objectives.
  • Demonstrated executive leadership in managing large, complex organizations, including the effective utilization of personnel.
  • Ability to provide Executive level advice to the Associate Administrator on financial, legislative and program management matters affecting the organization.
