ESSENTIAL JOB FUNCTIONS
Responds to emergencies with operational fire crews when emergencies arise on CRP visits or by 911 dispatch via a district chief when a CRP unit is available and needed.
Performs technical work and documentation in the provision of Basic Life Support (BLS) or Advanced Life Support (ALS) for the acutely sick and injured as defined in Florida Administrative Code 64J-1. Uses medical equipment, based on competency level, such as but not limited to cardiac monitor, defibrillator, performs endotracheal intubation to open airways and ventilate patients; uses other adjunct airways as needed under the direction of a physician.
Provide in-home assessments and treatments at the ALS level on behalf of primary care physicians
ALS Care includes the following:
The management of patient care with the assistance of an EMT under the guidance of a supervisory physician or written protocols prepared by a medical director.
Interpretation of cardiac rhythms with appropriate interventions.
The diagnosis of an acute myocardial infarction (heart attack) via the interpretation of a 12 lead ecg.
The use of cardiac medications to treat cardiac dysrhythmias
The use of handheld blood analyzers (such as an I-Stat) to process blood labs on behalf of Emergency Room or primary Care Physicians
The recognition of high risk medical events such as sepsis, stroke, acute heart failure, and other medical emergencies
The delivery of medications via Intramuscular Shots, Intravenous infusion, or Intravenous bolus.
The management and treatment of respiratory distress patients including invasive procedures the administration of IV/IM medication and advanced airway interventions such as intubation, or surgical cricothyrotomy
The management and treatment of a cardiac arrest patient including invasive procedures such as advanced airways, defibrillation, and IV ACLS medications per the current GFR medical protocols.
The management and treatment of serious traumatic injury including the identification of Trauma Alerts, Invasive procedures such as surgical airway procedure of cricothyrotomy, the use of needle decompression to alleviate tension pneumothorax.
The delivery of insulin through the use of a subcutaneous injection
Either through written orders or via telemedicine conferencing that include assessments, interpreting ECGs, and delivering prescribed medications more consistent with primary care or chronic disease management such as antibiotics, insulin, and antiviral medications.
The performance and analysis of basic vitals signs and advanced diagnostics such as capnography, ecg interpretation, and possibly ultrasound imaging.
Assessments and treatments will require protection of privacy for all patient information in accordance with the agency’s privacy policies, procedures, and practices, as required by federal and state law, an in accordance with general principles of professionalism as a health care provider.
Managing Student Interns/Volunteers from various health programs at local educational institutions including mentoring, supervising during patient visits, and completing evaluations.
Prepares, decontaminates, inspects, inventories, repairs, and/or maintains medical equipment and supplies, first aid materials, and vehicles for safe operation; tests all equipment on a regular basis and checks for future readiness.
Attends team meetings and in-service training as required to remain knowledgeable of departmental operations, to promote improved job performance, and to stay current with changing emergency medicine techniques, state/local policies, procedures, codes, and laws.
Provides direct service through mobile response to identify, prioritize, and resolve social issues including unmet needs in order to reduce repeat 911 use, decrease hospital readmission, and increase patient quality of life.
Coordinates with CRP Program Coordinator and designated medical supervision to create care plans for program patients. Assists in analyzing, designing, implementing, and maintaining a strong and proactive CRP program to meet program goals as established by the Program Coordinator.
Drives and operates ambulances, and other response vehicles to and from incidents in response to emergencies and regularly scheduled appointments.
Develops and maintains effective liaison with assisting community agencies.
Ensures the proper tracking of data and statistical information related to the program.
Conducts special projects in conjunction with the program, to include assisting with grant applications and funding implementation.
Assists in advancing and planning city wide health events such as mobile vaccination, mobile preventative testing, and community health fairs.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Coordinates events and interfaces with other related City events and events sponsored by other organizations.
Works with local, state, and federal agencies, organizations, and individuals relating to program issues.
May be required to supervise employees designated as performing "safety sensitive" functions, for purposes of the Drug Free Workplace Program, depending on job assignment and work location.
May be responsible for enforcing the drug policy, based on physical location and organizational structure.
May act in absence of supervisor.
Employee is subject to recall during a state of emergency.
Assist in identifying grant opportunities and gathering the data/information necessary for those applications.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma, and one (1) year progressive experience in health, social services, public health, or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.
Completion of Paramedic certification program, to include a 42-hour credit academic program (most of which clinical hours) and National Registry and/or State of Florida licensure.
Time working in a community resource program or paramedicine program preferred.
Associate’s (2 year) degree preferred.
CERTIFICATIONS OR LICENSES
Licenses
Valid driver license required upon appointment.
Certifications
Must possess Florida State Certification as a Paramedic.
Emergency Vehicle Operations Course required within twelve (12) months of appointment.
American Heart Association CPR certification.
KNOWLEDGE, SKILLS AND ABILITIES
Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.
Knowledge of hospital, social service, and City operational systems and procedures.
Knowledge of chronic disease and how they are successfully managed as well as how they are commonly mismanaged.
Understanding "Social Determinants of Health" and how they may drive repeat hospital visits and 911 calls, as well as how to mitigate those problems.
Knowledge of the 911 response system and associated technologies such as Incident Reporting Systems, mobile radios, Computer aided dispatch, and the response matrix for various call types.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee must meet the moral, educational, health, and physical requirements prescribed by the City.

WORK ENVIRONMENT

Work requires being available and on-call 24 hours per day during City Emergency Operations Center activations.
Must be available to work flexible hours outside regular working hours to include evenings and weekends.
