ABOUT MTC

The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. The individual in this position will be responsible for:

Leading a team of up to ten staff focused on transportation programs and policies, including close coordination with funding and operations teams within MTC and Bay Area Toll Authority (BATA).
Managing major plans, programs, and initiatives related to transportation with robust stakeholder engagement and strong collaboration with technical staff.
Coordinating with key transportation partners throughout the Bay Area, including county transportation agencies, transit operators, and non-profit organizations, as well as with relevant federal and state agencies.

Strategic Management

Develop goals, milestones, and strategic recommendations for review and approval by the Executive Office, Executive Board, and Commission, aligned with the organization’s mission, vision, and values as well as the MTC/ABAG Equity Platform.
Work in collaboration with Assistant Directors and Directors throughout the agency, demonstrating flexibility in developing cohesive and comprehensive policy recommendations.
Coordinate staff assignments based on the Regional Planning Program’s Strategic Plan and Annual Work Plan processes to ensure effective use of available resources and develop and prioritize work tasks accordingly.
Provide explicit direction and ensure roles and responsibilities are clearly articulated and supported; thoughtfully evolve roles and responsibilities over time to maximize opportunities for growth and to meet the agency’s evolving needs.
Ensure the integration of assigned responsibilities with related initiatives within and outside of the Regional Planning Program.

Program Management

Oversee major agency initiatives from visioning to planning to implementation, leading teams to advance successful outcomes.
Engage in strategic decision-making, in close collaboration with other Assistant Directors and Directors, to advance near- and long-term agency priorities.
Champion cross-functional collaboration both individually and with direct reports with teams throughout MTC/ABAG.
Represent first line of communications with numerous internal staff and external partners and stakeholders regarding regional planning and policy initiatives.
Ensure that agency planning products adhere to federal and state statutes and guidance.

Staff Oversight

Monitor overall work assignments and work flow staff within their unit.
Ensure staff assignments are resourced correctly to ensure successful delivery of projects and programs; identify shortfalls and gaps in resources and recommend solutions.
Provide leadership and clear direction to assigned staff; instruct staff regarding work procedures, review and evaluate work performance, and identify growth and training opportunities.
Serve as point of escalation for problem-solving and conflict resolution.
Coordinate strategic work planning and day-to-day activities with Planning Director and other Assistant Directors within the Regional Planning Program.

KNOWLEDGE, SKILLS, AND ABILITIES

The ideal candidate will have the following knowledge, skills, and abilities:

Understanding of federal and state requirements on the metropolitan scale, including but not limited to transportation, housing, economic development, environmental resilience, and social equity
Understanding of the funding environment in the Bay Area, including implications for transportation, housing, and/or environmental policy recommendations
Understanding of key relationships and organizational distinctions between federal, state, regional, county, and local public agencies, as well as non-governmental organizations working in the Bay Area
Understanding of the core principles of equity necessary to advance and implement MTC/ABAG’s Equity Platform
Ability to lead and grow diverse teams to effectively advance plans, projects, and programs
Ability to effectively craft and communicate complex policy decisions to a wide range of audiences
Ability to effectively collaborate with other teams and units within MTC/ABAG to advance shared goals
Ability to forge consensus amongst internal and external stakeholders
Ability to manage complex projects, budgets, and work planning in line with MTC/ABAG and Regional Planning Program processes
Understanding of key transportation policies and programs in California, as well as major projects and initiatives underway in this space in the nine-county San Francisco Bay Area
Understanding of best practices in developing comprehensive transit plans at the operator, county, and regional scales

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Bachelor's degree in an appropriate discipline and four years of relevant experience is required. Master's degree in an appropriate field related to the area of assignment, such as urban and regional planning, transportation planning, project management, transportation engineering, environmental science, economics, business or public administration is preferred. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and attach proof of equivalency along with their application.

Experience: Three years of increasingly responsible experience in an appropriate field related to the area of assignment.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

PREFERRED QUALIFICATIONS
Experience:

A minimum of five (5) years of increasingly responsible experience in the fields of transportation, housing and/or environmental planning, including at least three (3) years of experience supervising, mentoring, and coaching staff as part of a cross-functional team.
Transportation experience at the local level, such as at a county transportation authority or transit operator, is desirable but not required.
